A list of funding programs, both existing and potential, is identified for implementation purposes. The Statewide Comprehensive Outdoor Recreation Plan (SCORP) is developed by California State Parks' Grants and Local Services Division. These recommendations are then integrated into a seven year Capital Improvements Action Plan in which each project is described and given a date for completion. Based on this information, a list of recommendations has been prepared for carious park facilities throughout De Pere. A Comprehensive Outdoor Recreation Strategy (CORS) is a formal document designed to assist communities in the development of park and open space amenities. To better reflect the city of De Pere, a current needs assessment was conducted based on input from city staff and officials as well as comments received from a survey sent to park users. The Park and Open Space Plan examines overall park growth, land development, and is used as a planning document by City Boards & Commissions, City agencies and staff, other governments and agencies, and interested citizens and volunteers. Because NRPA guidelines represent minimum goals for outdoor recreation space and facilities, they cannot be used as definitive evidence that the actual needs for open space and recreation in any particular city are being fully met.
These demographics, when combined with guidelines set by National Recreation and Park Association (NRPA), provide a basis for determining open space and recreational needs in the city of De Pere.
